At the close of the First Session of the World Congress of Rajas, Maharishi Mahesh Yogi, Founder of the Global Country of World Peace, phrased the following resolution as the goal of Silent Administration. The three preceding resolutions referred to are a collective resolve by the World Congress of Rajas to create invincibility for all of the 192 countries of the world by 12 January 2008. WORLD CONGRESS OF RAJAS

RESOLUTION NUMBER FOUR
23 November 2007
With the adoption of the three preceding Resolutions, the Global Congress of Rajas further resolves to put in the record that fortunately, through the Grace of Guru Dev*, the administration of the world through silence—the replica of administration of the universe through Total Natural Law—is not merely starting but being declared by the Global Congress of Rajas to have been already achieved; we have achieved the target—the point where we have pride, joy, and dignity to say that our world of 192 nations is in the sunshine of perpetual invincibility; so whatever the Rajas will be doing it will amount to silence without activity, and that will only be the joy of the Rajas—the Rajas will be enjoying their duty rather than doing their duty; every wave will be a wave of silence, with actually no doing; this will be the vision of the forthcoming administration of the Rajas through silence; so the Rajas are very happy not to do anything but only enjoy, enjoy, enjoy.
