Chatty Bosnian MPs could face fines

13 August 2007
SARAJEVO (Reuters) - Bosnian MPs could soon face hefty fines for talking on their mobile phones or reading newspapers during parliament sessions—and for being rude to their colleagues.
The recommendations are part of the new code of conduct drafted jointly by a parliamentary commission and Bosnia's most influential NGO, the Center of Civil Initiatives (CCI).
It would apply only to Bosnia's central parliament, a battleground for politicians from the two ethnically based autonomous parts, the Serb Republic and Muslim-Croat federation.
Ivica Cavar of the CCI said he expected deputies to 'show responsibility to citizens' and adopt the code next month.
'Under the new code of conduct, deputies would not be allowed to talk on their phones or to each other on topics unrelated to the discussion, or work on their laptops,' Cavar said.
'We also banned expressions that may offend others, or undermine parliament's dignity, or incite violence and hatred.'
Deputies would first get a warning, then a fine equal to half their monthly salary. As a final step, they would be 'publicly denounced', Cavar said.
